What is the National Security Certification Scheme (ENS)?

The National Security Certification Scheme is the legal frame that establishes and develops the security policy in the usage of electronic media in order that Public Sector organisations, and those in the Private Sector that rely on it, may offer a safe service to all citizens. This norm establishes the minimal and necessary conditions to guarantee to all citizens and Public Administrations the exercise of their rights and the compliance of their duties.

The goal, therefore, is to create the necessary conditions of trust in the services offered to all citizens that rely on electronic media. This is achieved through measures that guarantee the security of the systems used when services are offered in a digital setting.

What is the goal of the ENS?

The goal of the ENS is threefold:

  • TRUST
To promote and secure public trust in the usage of the Administration’s electronic media among users, through the establishment of adequate security measures.

  • UNIFICATION OF CRITERIA
To establish common elements that may unify the security measures used by Public Administrations in relation to information security.

  • SYSTEM INTEGRATION
To establish a common language for the interaction among different Public Administrations, and to establish common standards in matters of security for providers in the industry of information systems.
